Next Generation Bills of Rights: About the Philadelphia Bill of Rights and Portable Benefits

In Fall 2019, Philadelphia City Council unanimously passed the Philadelphia Domestic Workers Bill of Rights. It is one of the most innovative domestic worker bill of rights to date because it is the first law in the country to give the right to paid time off to workers with multiple employers by adding up the hours they work for different employers. Under the Philly law, all clients will be required to pay their fair share of into a portable benefits platform so domestic workers are accruing paid time off based on how many hours they work in a week for all of their clients instead of just one. This is a huge victory for our movement and one we hope to replicate in other cities.
